New HMRC notice for importers
HMRC have issued ‘Notice 830 – Tariff Preference: New GSP Rules of origin’. The new notice covers the new Generalised System of Preferences commonly known as ‘GSP’ rules of origin which comes into effect on 1 January 2011.
The new notice replaces the GSP rules of origin and notes in Notice 828 and section 10 in Notice 826. The notice is relevant to businesses that import goods from a GSP beneficiary country or that export goods to a GSP country.
This notice explains the rules of origin which must be satisfied if goods are to qualify for:
- Tariff preference on importation into the EU under GSP, or
- Export to GSP countries for further processing and inclusion in finished products to be exported to the EU under the GSP.
This Notice is split into two parts.
- Part A – the rules and provisions which will apply to goods exported on or after 1/1/2011, and
- Part B – changes to documentary requirements including the new registered exporter system (REX) which will apply from 1/1/2017.
